THE LEGISLATIVE LINE

The 2021 Special Sessions of the General Assembly Adjourned Sine Die (Latin for “without another day”) on the morning of March 1st. This unique Session found the House of Delegates being completely virtual, with all members of the House conducting legislative business away from Richmond. The Senate operated in more of a hybrid environment, with all Senators being together, socially distanced and masked, at the Science Museum of Virginia. Lobbyists had no access to legislators or to legislative buildings; the Capitol Building and The Pocahontas Building (legislative office building) remain closed; Subcommittees and Committees met virtually; testimony was provided via Zoom; and never before have texts and phone calls been more important in delivering legislative details and articulating positions on bills.
